Rosen's Roundtable 542: City Council Critique and Goals for City Manager

Gary Rosen, Moe Bergman, and Mark Henderson respond to former Worcester Mayor Ray Mariano's article that calls the City Council "rudderless." Despite Ray's self-assessment as the greatest mayor in American history, the panel suggests establishing a handful of annual goals for City Manager Batista to provide the council with a better basis for evaluating him each June. The panel also laments the lack of civility, cooperation, and respect among council members, which they believe diminishes the council's effectiveness.
