. . . WCCA has distinguished itself in the breadth and accessibility of its offerings at its three-studio Main Street location. . . . We believe that it is thoroughly appropriate that WCCA receive its major funding stream through the mechanism of the cable franchise fee, and we believe that reducing it dramatically would impose a level of instability that is not in the public interest.
WCCA airs 133 hours-plus of local programming weekly that is astonishing in its variety . . . . The history of public access television is full of legal twists and turns, but the intent of Congress is clear: In return for quasi-monopoly status, cable companies must serve, in part, as a forum in which community voices can be heard.
